Have you ever received a phone call from an anonymous or withheld number, answered the call and had the line disconnect immediately? It seems strange - Why would a scammer, for example, ring you up and not try to scam you?
The answer is that these calls are being made by machines that robo-dial. Databases of active phone numbers are worth serious money to companies and scammers, so it’s worth their while to ensure which lines are in-use. The robot will ring your number, wait for a voice and then hang up, noting that a voice was received and/or that the call connected.
